Man accused of abusing teen at treatment center

CHARLOTTE, N.C.,None — An employee at a psychiatric treatment center for abused and neglected children is charged with sexually assaulting a boy who was in his care.

The teen was living at the Alexander Youth Network's psychiatric facility in southeast Charlotte because of emotional and behavioral problems.

Police said the sexual assault on the teen boy happened in mid-August. After a month-long investigation, police on Sunday arrested Quentin Campbell. He's been charged with rape and with committing sex offenses as a parental figure.

Hundreds of Charlotte kids every year are referred to the treatment facility by hospitals, schools, social services and other state agencies. Alexander helps young children through a crisis shelter, outpatient therapy programs and community involvement.

Only six young children at a time can live at the in-patient psychiatric facility, where the alleged victim apparently still lives. Those children have severe emotional, behavioral and psychological problems that require on-site nursing 24 hours a day, officials said.

In mid-August, police learned a teen living at the facility claimed Campbell assaulted him. Police confirmed Campbell was an employee.

Eyewitness News called Alexander Youth Network's headquarters and stopped by its offices, but they were closed Wednesday night.

According to Alexander Youth Network's annual report, Medicaid provides 74 percent of its funding. About 10 percent comes from county social services and health organizations, and the rest comes from donations, grants and private insurance.
