CHARLOTTE, N.C. — A South End gym owner has reopened his business despite Governor Roy Cooper’s executive order not allowing it.

Rock Box Fitness started smaller class sizes Saturday morning. Owner Stephen Halloran told Channel 9 they made multiple changes to make sure every client and instructor could stay safe.
He said he had no other option than to reopen.

“That goal post for reopening just kept being moved and moved,” Halloran said. “I’m in South End. This is an expensive place to do business. I love my community and I’ve been here for eight years. This wasn’t a choice. I had to open.”
Halloran believes Governor Cooper should talk to business owners about the impact his delay is putting on their futures.
