Man records cellphone video up skirts of at least 7 women, deputies say

DENVER, N.C. — Detectives arrested a man who they said used his cellphone to film a video aimed up a woman's skirt at a Walmart.

Investigators have not released the video from Monday that they said shows Spaugh targeting a female shopper and using his phone to secretly record up her skirt.

"That's pretty low-down thing to do," shopper Skyler Spake said. "It's kind of hard to believe that someone would be so disrespectful."
 
Spaugh worked at the Lowe's hardware store near the Walmart on North Carolina Highway 73 in Denver.
 
Security officers reported seeing him in the store several times over the past week and said he never bought anything.
 
Investigators said when they seized Spaugh's phone, they found images taken from below the skirts of at least seven women at the Denver Walmart and another store.

Investigators want to find the women so that they can build strong new felony cases against Spaugh for all of the women.

"We have to establish who the victims are, if we can locate them," said Lt. Tim Johnson, with the Lincoln County Sheriff's Office.

They have very little evidence to identify the women and lots of questions about their suspect's motives.

"It bothers me about what else if he doing besides just that," Johnsons said.
