Officers were called around 11:20 a.m. Monday to the scene on West W.T. Harris Boulevard near IBM Drive, not far from Vance High School and found Tevin Javonte Snow who had been shot.
Police told Channel 9 someone fired three shots through the victim's car window, causing the driver to lose control and crash into a guardrail.
Snow was taken to the hospital with critical injuries but later died, officials said.
Sources told Channel 9 that the shooter and the victim know each other and that the shooting was not a random case of road rage.
Police said they are searching for a gray Honda Crossover in connection with the shooting.
Officers said they had a tough time pinning down a crime scene.
"You're talking about two moving vehicles, what we believe were two moving vehicles, so trying to collect forensic evidence in those cases is really tough," Major Mike Campagna with CMPD said.
From Chopper 9 Skyzoom, crime scene tape roped off a large portion of W.T. Harris Boulevard and police surrounded the victim's car.
Investigators have not released any other details about the shooting.
Anyone with information is asked to call (704) 432-TIPS and speak directly to a Homicide Unit Detective. The public can also call Crime Stoppers at (704) 334-1600.
