SHELBY, N.C. — There is outrage over photos that show needles on the floor inside the Cleveland County Animal Control Shelter.

Workers said Wednesday the shelter is at capacity with more than 100 dogs and cats.
Cleveland County Commissioner Deb Hardin is concerned because she believes dogs may have chewed on the needles found discarded on the floor.
“To me, there is no explanation for that,” Hardin said. “There is proper disposal at doctors’ offices, veterinarian offices do it. Everybody disposes (of needles) properly. Why are we not?”
Hardin contacted the Department of Agriculture Center for Animal Welfare after the discovery.
Cleveland County Animal Control believes the photos came from inside the shelter but from a room used to treat dogs and cats, which is not accessible to the public.
