CHARLOTTE, N.C. — Haven 49, an off-campus apartment complex in the University City area, is defending itself to the state Department of Justice.
The department received more than a half dozen complaints about Haven 49.

For months, students trying to move into the apartment complex faced multiple delays.
Some say they never received refunds they were promised.
In a letter, attorneys for Haven 49 told the Department of Justice that the construction delays were out of their control.

They said Haven 49 went above and beyond to accommodate students impacted by the delay.
Channel 9 reported several issues surrounding the construction of Haven 49 since last summer.
The apartment complex was scheduled to open in August, but students weren't able to move in until November because of critical code violations.
