CONCORD, N.C. — There are plans to build a Dollar General near Pitts Road Elementary School.

Many residents were surprised when they saw heavy equipment arrive at the site.
“No. No idea at all,” resident Ben Heyward said. “I don’t understand why they'd want to put a commercial property in the middle of a residential area.”
