LANCASTER COUNTY, S.C. — After several months of waiting, it appears a major project in Lancaster County might be inching closer to reality.

On Monday, Lancaster County Council will hold the third reading and a public hearing for incentives for a project under the codename “Project Dumpling.” The first two readings of the agreement were done in November 2019. But, the third and final reading has been on hold for months, due at least in part to the effects of the Covid-19 outbreak, county documents say.
