Trio arrested, charged in connection with Rock Hill man's slaying

ROCK HILL, S.C. — Police have arrested three men in connection with the shooting death of a man in Rock Hill last month.

Detectives have arrested Isaiah Hemphill and charged him with murder, possession of a firearm during a violent crime, possession of marijuana and attempted armed robbery.

Police also arrested Donovan Allen and Shaun Welte, who were both charged with attempted armed robbery, accessory after the fact to murder and possession of marijuana.

The Sheriff’s Office arrested its final suspect on Nov. 28 wanted in connection with the crime.

Johnte Kaheem Williams, 19, was charged with murder, attempted armed robbery, possession of a weapon during a violent crime and possession with intent to distribute marijuana.

Investigators said they were called around 9 p.m. Oct. 26 to the Mallard Pointe Apartments on Eden Terrace after a 911 caller said a pickup truck had crashed into a parked car and one of the apartment buildings.

When officers arrived, they found 26-year-old Justin Penland of Rock Hill behind the wheel who had been shot. Penland was taken to Carolinas Medical Center in Charlotte where he later died.

Channel 9 spoke with a couple who said they were in their apartment when they saw Penland’s truck speeding downhill before it crashed on top of a parked car.

They rushed outside to find Penland sitting in the driver’s seat, hunched over. They said two windows had been shot out, and he was bleeding.

“He was still breathing at the time, so we were trying to talk to him to make sure he was OK and call police and everything,” said Rawle Conway.

LaShawn Hunter said she and her boyfriend were sitting in their home when Penland's truck hit the corner of their apartment.

“I came out and that’s when I saw the pickup truck (leaning) against here, and it was on my neighbor's vehicle,” Hunter said.

Officials said Penland lived at the apartment complex but no other details have been released.
