Mangasha Clark is charged with murder in the shooting death of Anthony Frazier in January.
Anthony was the son of a Kannapolis police officer. He had just spent a night celebrating his birthday with family members when he was shot in his aunt’s driveway on Finchley Drive.
Police said they have no evidence showing that Clark knew Anthony.
Police have never released a motive behind the shooting, but said Anthony was an innocent victim.
Officers also arrested Reginald Edmonds in the case. He is charged with accessory after the fact to murder.
