Long-planned South End development hits another snag

CHARLOTTE, N.C. — Lawsuits filed this summer in connection with a project that would have included affordable housing on the light rail detail an ongoing fight between a Charlotte real estate developer and its Raleigh-based partner over an escrow deposit and the development’s myriad issues in getting off the ground.

Before the recession hit, Pappas Properties and investment company Cherokee began planning for a mixed-use development along South Boulevard, between Clanton Road and Freeland Lane, that would front the city’s new light-rail line at the Scaleybark Station. Pappas and Cherokee sought to build commercial space for offices, restaurants and retailers as well as a park-and-ride deck, market-rate apartments and affordable housing in a dense, mixed-use development directly on the Lynx Blue Line.

More than a decade later, though, the 16-acre site remains mostly undeveloped, except for townhouses by PulteGroup at the corner of South Boulevard and Clanton Road. And, based on recent litigation, the development’s future remains unclear.
