Former officer serving time tried to mail teen he impregnated, family says

LOWELL, N.C. — A former police officer serving time for impregnating a 14-year-old girl is now trying to contact her from prison, the victim's mother says.

The girl's mother, who spoke to Channel 9 Monday and will remain anonymous, said she is still haunted by the betrayal of James Paul Blair, a former officer with the Lowell Police Department.

The mother said she once trusted Blair as an officer and asked him to mentor her daughter, but later learned that he instead got her pregnant.

She said he’s now trying to reach the girl through the mail from prison.

"I just wish he would stop and leave my family alone," she said.

In March, Blair pleaded guilty to statutory rape and received a minimum sentence of 12 years in prison.

The mother said she searched online and discovered Blair got a new infraction in October while in prison under protective control. She said the prison stopped a letter that Blair was trying to send to her daughter.

"I just called the prison. They said he was trying to contact through (a) third party," she said.

The district attorney confirmed that Blair wrote at least one letter from prison that he hoped someone would deliver to the teen mother for him, which is a direct violation of the judge's order.

The girl’s mother said she hasn’t seen the letter and added that her daughter, who is now 15 years old, is slowly adjusting to her role as a parent.

"He has played emotional roller coaster with this kid," she said.

The district attorney said it's up to the Department of Corrections to decide the penalty for Blair’s infraction.

Channel 9 learned Monday that it appears two more years have been added to his release date.
