CHARLOTTE — Charlotte-based Urban Design Partners envisions a townhome and retail development with walkability near University City.

Paul Pennell, partner at Urban Design, said development plans are in the early stages at 3301 Rocky River Road in the Newell neighborhood that include 115 for-sale townhome units and a 9,000-square-foot building housing various retail businesses.
