The deadline for the project is Friday.
If the entire project isn't open on time, the North Carolina Department of Transportation could fine Cintra, the company building the toll lanes, $10,000 a day.
The state originally wanted the project done in January., but officials gave Cintra the summer to get it done.
Channel 9 has contacted the NCDOT to see if it plans to give the company another extension.
