ROCK HILL, S.C. — Work is well underway on the new Panthers training facility in Rock Hill, and that’s despite a final vote on the project being put on hold Friday.

The vote was a final and formal step between the Panthers and Rock Hill to create a new training facility for the team. City leaders delayed the vote in a special meeting, but did not say why.
