The MTC said the line will stretch from Matthews through uptown and past the airport ending in the Belmont community.
Officials also left the door open to possibly extending it to downtown Gastonia.
The commission also said CATS can immediately begin studying extending the Blue Line to Pineville and Ballantyne.
The cost to build the Silver Line and a Red Line to Lake Norman could be between $6 million and $8 million.
There are no plans to move forward with the Red Line for now.
