CHARLOTTE — John Huson and his company, Caracon, have been building apartments across the Carolinas for 50 years.
Huson is used to dealing with inspections and red tape but now, he says, the construction challenges have become even more frustrating.

As off July 1, 2019, Charlotte Water no longer reviews or permits private water systems. Now, that responsibility falls to Mecklenburg County’s code enforcement, which follows a different set of rules than the city did.
The changes in private water system requirements carry a hefty price tag -- from $35,000 for one of Huson’s projects to $400,000 for another.
