Belmont suspends police chief, captain resigns following investigation

BELMONT — The city of Belmont has suspended Police Chief Charlie Franklin and a police captain has resigned following an internal investigation into the department.

Belmont City Manager Barry Webb said Franklin has been suspended for five days while the portion of the investigation related to him is reviewed. The five-day suspension ends Friday.

Webb said he plans to have a meeting with Franklin then to discuss further action. He has been suspended with pay.

Lt. Basil Marett has been appointed as acting police chief in the meantime.

Capt. Mike Ward also recently resigned. Ward was described as second in command at the department. A third person is being investigated also, but that person's name has not been released.

The investigation conducted by a Huntersville company began in the fall after exit interviews with the city's human resources director pointed to possible department conduct and mismanagement issues and finalized in mid-March.
