STOKES COUNTY, N.C. — The Humane Society sent Channel 9 video from inside a suspected puppy mill in Stokes County.
Officers shot the video when they raided the property last month and seized more than 160 dogs.
Officers said the kennels were covered in animal waste and the dogs were eating alongside rats.
The Humane Society is criticizing the district attorney for dropping 27 animal cruelty charges against the owners.
"We really do feel the owner in this situation should have faced a more difficult penalty," said Kim Alboum.
The D.A. said he dropped charges because Lucille and Willis Mabe had no criminal record.
The maximum penalty the two could have faced was probation.
In exchange, they agreed not to breed or sell animals for two years.
